Build support for, and compliance with, the new smoke-free law.
When a new law comes into effect, it is critical to maintain public support. Ads in this phase may be more positive in their tone and may literally thank the public for their support. Phase 3 ads should continue to provide information about health harms but should also demonstrate the public’s strong support and compliance with the law, as well as the success of smoke-free businesses in the new environment. Reiterating the health benefits of smoke-free environments helps build support.
